Professor George Bisharat Op-Ed: U.S. Strike on Syria Would Be Illegal

The question President Obama should now face is: Are we, truly, reduced to only two choices, attack Syria or do nothing? Is military force the only way to uphold international law? Certainly not.

A U.S. military attack on Syria without both congressional and United Nations Security Council approval would be illegal under U.S. and international law, respectively, writes Professor George Bisharat in a Sept. 2, 2013 op-ed.

Congressional approval is required by the 1973 War Powers Resolution, which codified constitutional principles of the separation of powers and our system of checks and balances.
