Professor Susan Morse studies and writes about international tax policy and tax compliance. Her research interests include offshore account compliance issues and transition issues related to international business income tax reform. She has published in the Connecticut Law Review, Fordham Law Review and Virginia Tax Review, among other journals.

Professor Morse attended Harvard Law School, where she graduated magna cum laude, and Princeton University, where she also graduated magna cum laude. She clerked for the Honorable Michael Boudin of the United States Court of Appeals for the First Circuit. She spent seven years in business tax practice at the Boston office of Ropes & Gray and the Palo Alto office of Wilson Sonsini Goodrich & Rosati. Before joining the UC Hastings faculty in 2010, Professor Morse served as Research Assistant Professor at Santa Clara University School of Law.
