JoAnne Speers teaches Legal Issues Affecting Nonprofit Organizations at the University of San Francisco, School of Management. She brings over 25 years of legal and management experience to that task, having served as general counsel to the League of California Cities and then director of its 501(c)(3) affiliate, the Institute for Local Government. In addition to the nonprofit sector, she has worked for the California Legislature and the federal courts. Over the course of her career, Ms. Speers has written extensively on municipal law, ethics and local government processes. In 1999, the California Bar's Public Law Section recognized JoAnne's work with the Public Lawyer of the Year designation. Ms. Speers earned her JD from UC-Berkeley as well as a master of public policy from the Goldman School of Public Policy. She has also completed the certificate program in nonprofit executive leadership at the Stanford Graduate School of Business Administration.
